MoUs under BBI Matra and Preaccession

MoUs - Memorandums of Understanding (in Matra countries) were a form of bilateral cooperation between LNV and Hungary, Poland, Ukraine and the Russian Federation during the 2001 - 2004 Action Plan. In the 2005 - 2008 Action Plan MoUs will cease to exist as financial instrument (for Ukraine and the Russian Federation incorporated in KNIP projects).

The MoUs were, in line with the PIN/BBI Matra objectives, meant to support the public sector and civil society in the field of biodiversity conservation in receiving countries. Furthermore these instruments were meant to contribute towards harmonisation of Pan-European nature development be it as part of the Acquis Communautaire (Poland and Hungary) or in relation to enhancing good neighbourship (Ukraine and the Russian Federation).

Pre-accession (PPA, PPA-V and MPAP)

The PSO Pre-accession Programme (PPA), the Matra Pre-accession Projects Programme (MPAP) and the Environmental Facility of the PPA (PPA-V) aim to assist the Candidate Countries in Central Europe in meeting the criteria for EU membership through bilateral co-operation projects focussing on the transposition, implementation and enforcement of European legislation. Starting from 2004 onwards, these programmes are available only for the remaining Candidate Countries Romania, Bulgaria and Turkey. For the New Member States, a new Capacity Building Programme (PCB) has been developed. This programme is also open to Candidate Countries.

The programmes are financed by the Netherlands Ministries of Economic Affairs, Foreign Affairs and the Ministry of Housing, Spatial Planning and the Environment respectively. EVD, as an Agency of the Ministry of Economic Affairs, co-ordinates the project identification and selection process for all programmes mentioned. Projects concern technical assistance only and focus on institutional strengthening and/or capacity building. These projects are carried out by Netherlands private and/or public parties.
